In Russia, it has always been a custom to have curbs painted green and yellow near the living buildings (those framing the street are painted black and white), which is performed each spring by «specially trained» people and using special long-drying paint (it usually takes two or more weeks to dry, so the paint goes mostly away by children and drunk people on their clothes — I believe it is clothes-produces who sponsor their activity in thinning cheap paint).
